In the eyes of the beholder
The word surveillance literally means (in French) "watching over". The term is often used for all forms of observation or monitoring.

Surveillance at a supplier's facility or a repair shop is sometimes necessary to ensure adherence to particular work process or critical details of your specification.
The talent of the person you require is geared specifically toward that process or critical aspect of your specfication that is of concern.
The objective of the inspector that is performing the surveillance is to "watch over" the process with an experienced eye.
Inspectors chosen for surveillance have an intimate knowledge of the process or details your specification may require. Telephone interviews between the inspector and owner are setup to assure a thorough understanding of the scope of the surveillance.
Beyond Surveillance
There are times when an owner requires more. At times an owner may require an Expert Witness to support the conditions within a specification when there may be warranty or performance discrepancies.
An Expert Witness has the knowledge and experience to be credible in legal proceedings or negotiations that may be required in a contract dispute.
ThirdPartyInspections has access to a limited number of Expert Witnesses (in specific technologies) to support clients that find themselves requiring those types of inspectors.
