Why a Witness?
During the manufacture or repair of major capital equipment witness points are an effective means of verifying progress, processes, testing and compliance with your specifications.
A witness should not be a beneficiary or an interested party to the results of the event being witnessed, does not need to perform the test or special process themselves, but does need to see it being performed or in operation.
Witnesses aid the Owner, as their engineers, buyers, or technicians rarely have the experience to recognize or interpret the events from an up-close-and-personal perspective during the manufacturing or repair cycle.
Additionally, if your engineer or maintenance personnel are not familiar with a vendor's process, practice or test procedures, then an experienced third party witness could provide the expertise needed.
Unless you are using a local manufacturer or repair shop, the cost and time commitment to attend witness points can be substantial.
